Background
Orphans of the Observance are named after a group originally comprised of orphans from the Phantom Conflict and Violent Intermission. These children were presumably left without guardians after conflicts with ALEPH. Although modern Orphans were usually not raised as wards of the church, they retain the name in honor of their storied past.
Under the tutelage of elite operatives such as the Observants and the Reverends, the Orphans become first-level assets capable of supporting the forces of the Observance, and they may also act as specialist reinforcements for Bakunin’s Moderator Corps in accordance with the Cooperation Agreement between the Bakunin Jurisdictional Command and the Observance.
The Orphans bring special skills to the table that the regular Moderator forces are unable to provide.[1]
