Troopers in this category are considered to be Mercenary Units and are generally available to multiple factions/sectorials. The ITS extra "Soldiers of Fortune" allows players to take up to 75 points of Mercenary Troopers in their army (See current ITS rules for more information). N2 had rules to allow players to make a "Mercenary" army list. N3 removed those rules and later added Non-Aligned Armies (aka NA2) to represent Mercenary companies and other armies considered to be "less" than the Hyperpowers.
