But... the Helots are an aquatic people, and are better than anyone at operating beneath the waves. The private sector already knows that, and our window is closing as the national "Integration Programs' keep churning out cheap Helot labor. If we don't jump on it soon, we'll regretr it later.
I acknowledge you have qualms about putting firearms in the hands of aliens, but almost all the Omn are loyal citizens. And for the rest, for the Libertos, just look at their prowess on the field - a sample of the tactical potential of a Helot militia.
Besides, underwater activity is tricky and costly but Helots were born and raised in the seas. They could patrol subterranean bases and mobilize to support our armed forces on a moment's notice. Even better, they're practically invisible in those murky depths - perfect for low-light conditions. We're talking surveillance, recon... whatever. Trouble brewing? Send in the helots. So what if the enemy has depth charges and snipers. Give 'em a cheap weapon and plunge the Helots into the crushing pressurea nd blue chasm. They swim and kill like hungry sharks! Really, what we're looking at is a chance to save the lives of PanOceanian soldiers. Give the Helots a chance, and I guarantee they will perform well. Most importantly, it will be their lives on the line - not the lives of our boys in blue."
