Background

Diverse. Colourful. Manic. The corridors of Bakunin have been called many things, but conventional is not one of them. In a place with so few rules, who steps in when existing ones are broken? Who maintains a semblance of order in a place that embodies chaos?

Enter Bakunin’s tactical police unit, the Moderators, providing unconventional secu- rity for an unconventional environment. As colourful as the communities they serve, and possessed of a disarming friendliness, the Moderators provide rapid crisis response, military security, and counterterrorism actions for the anything-goes playground of Bakunin. In this sea of diversity, a Moderator never truly knows what to expect; they have to be ready for anything. One moment, they’re removing a Maya star from a vat of candied jelly, the next they’re laying down suppressive fire in a counter-terrorism operation, all in the same day. That schedule would drive many insane. For a Mod, that’s Tuesday.

The Moderators are the tactical police unit of Bakunin, providing a rapid response force for any crisis situation. They carry out military security roles, defensive combat operations, rearguard control tactics and antiterrorist missions. They are responsible for bolstering the security of Bakunin’s facilities when the threat level rises beyond the abilities of regular security forces, and to ensure the safety of any Priority-1 cargo on spaceships docked in Bakunin. In their role as a security and counter-insurgency force, they are more used to facing internal threats rather than external. However, the pressure of the so-called Social Energy of Bakunin and the peculiarity of its inhabitants, obliges the Moderators Corps to possess an astounding tactical flexibility. It is not recommended to consider them as a negligible paramilitary force. During the actions of the Equilibrium Phase and the Violent Intermission, they proved themselves as a very tough and effective combat resistance force and very reliable troops under any circumstance.

It's rough to be a Moderator. They must not only uphold the laws of Core, but they also need to keep in mind the societal expectations that different Modules bring to the table. Bakunin isn’t exactly overflowing with space, so if an incident can be resolved without having to throw anyone in jail, Moderators will give it a shot. Thus, communication, psychology, and cultural anthropology are often more important to a Moderator than criminology or investigation. More often than not, a punitive impact on citizens’ Social Energy reputation is enough.

But not every dispute can be resolved peacefully - just look at the numerous cultures that clash within Bakunin. When talks break down or residents just aren’t interested in communication, the Moderator Corps go all out. Other societies might have separate police, anti-terrorism task forces, and military units, but Bakunin has the Moderator Corps, and that’s enough. While they sometimes draw on other groups for support (most notably the Observance and the Morlock Groups) each Moderator is more than capable of holding their own and is unlikely to be particularly fazed in the face of even the most bizarre criminal activities.

Quotes

“You never know what to expect when you arrest someone. This is Bakunin. You go out to patrol through the public areas. You approach a guy in a corner… and you have no idea what you are going to find. You cannot imagine the things we have seen. Here, you have to be continuously ready for everything…”'
-Moderator Otto Gryc, interview for “Urban Pulse” Arachne street program.

“I just want to put something to rest. The stories about this ‘Robin Hook,’ some kind of Rogue AI? Hero to the people? Steals from the rich, and looks out for the underclass? Look, it’s a nice story, but that’s all it is. A story. Fairy tale. We’ve seen Rogue AIs with slave bodies, or duplicates, whatever you want to call them, and Svengali’s no joke. And even if there was a Robin Hook, we’d probably have to arrest her, and then you’d all riot. So, let me be clear on this: Robin Hook? Is. Not. Real. No such thing.
…She’s right behind me, isn’t she?”
— Moderator Chief Argot Winslow, holding a press conference while Robin Hook was, in fact, right behind them
